State agencies receive the bulk of their authority from legislative statutes. Statutory law may leave little discretion to a state agency, as in the case of a set fee for service, program, or license. More commonly, however, the agency is given wide discretion in interpreting or devising and implementing specific rules or standards. In such situations, administrators and agencies are deeply involved in policy developments. The Kansas State Board of Healing Arts and the Kansas Health Policy Authority are the most obvious agencies of interest to KMS. KMS monitors agency actions, establishes beneficial relationships with department heads and staff, and provides empirical data and factual information where administrative and regulatory matters affecting Kansas physicians are involved.
